Functions of the Division:

1. Supervision of duties entrusted to the subject of Land and Environment.
2. Maintenance of data base on lands in the district in divisional secretariat division level.
3. Supervision and collecting of progress reports regarding duties carried out on par with statutes on government lands in the district.
4. Relevant duties on lands surrendered by the government.
5. Taking action on licenses of felling and transportation of trees.
6. Performing of duties having prepared reports called from the Presidential Secretariat, Prime Minister’s Office and the Public Petitions Committee regarding lands.
7. Official duties of coordinating other institutions dealing with affairs related to the subject of land.
8.  Performing of duties relevant to soil mining for non commercial purposes.  
9. Coordination of submitting of recommendations relevant to supply of electricity including other community infrastructure facilities.
10. Coordination of affairs of district delimitation committee.
11. Official duties relevant to E Grama Niladhari project.
12. Supervision of affairs in the District Media Unit and Information and Communication Technology Department.
13. Coordination of activities in district environmental committees and district “Surakimu Ganga project”.
14. Engineering Division

The Engineering Division has been incorporated in the Colombo District Secretariat for more than 10 years, with the objective of maintaining professional standards and conduct of Engineering Practitioners in the Public sector to create the needed infrastructure in multi-disciplinary constructions within the Colombo District.

While the key function of the Engineering Division has been ensuring standards of all constructions within their control area, the roles performed by them have broadened immensely with time. From ensuring the local execution of projects to providing technical guidance and coordinating with the public agencies for utilizing resources in an efficient and effective manner, the Engineering Division has succeeded in performing its' assign roles.

Agriculture Division

Agriculture Division of the District Secretariat, Colombo is dealing with building up an effective, efficient and productive division aiming at food security, national programs conducted by the district secretariat, Colombo. The division always focus on providing of required guidance to emerge an entrepreneurial agricultural sector bringing forth novel and commercially prone global competitive products.

The Agricultural Division, established in the district secretariat, Colombo under the Ministry of Agriculture, is comprised with the District Director of Agriculture, District Deputy Director (Fertilizer) including eight other development officers respectively. 

Functions of the District Agricultural Division

Contribution to national food production program

There are 13 crops included in this program and steps have been taken to grow paddy and chillies in the district of Colombo. District Agricultural Division is dealing with supervision, collecting of data and reporting on whether such crops have reached the cultivation targets expected.

Implementation of Projects

These programs are implemented by divisional secretariat divisions with the financial support of Ministry of Agriculture including the support of the Provincial Department of Agriculture (WP) and Department of Agrarian Development etc.

Conducting of District Agriculture Committees

District Agricultural Committess are conducted headed by the district secretary with the participation of divisional secretaries and institutions related to paddy cultivation under major irrigation schemes. The targets and progress of agricultural programs implemented within the district of Colombo are taken under discussion and, solutions for agricultural problems are also conveyed therin.

Assisting for Other Programs implemented by the Ministry of Agriculture, Livestock, Lands and Irrigation.

Samurdhi Division

Samurdi programme can be introduced as a development programme which centered the low income earning and low privileged family groups and community and act to eliminate their poverty and create a reasonable society to confirm their rights .

Promoting of livelihood economic development activities,food security confirming for the family,guiding the community for saving and maintaining micro financial bank system to supply people micro financial loan facilities to uplift their livelihood development,organizing people for a national level activities by promoting,developing physical and social infra structural facilities of people, implementing diriyapiyasa housing programme centering the family,implementing social security programmes,implementing scholarship programs for children of low income families,and organizing kekulu children societies and competitions to improve their talents,developing attitudes by implementing social development programmes,implementing samurdi subsidiary programme for low income families and participating to implement divineguma programme for organizing people for a national development activity like wise implement various programmes to develop from the person tofamily society and village by the samurdi programme.

Internal Audit Division

Internal Audit Division is established under the supervision and guidance of the district secretariat, Colombo with the intention of executing consultative task as well as awarding an independent certificate in respect of implementation of risk management, good governance and internal administrative procedures of institutional activities of the district secertarait and the divisional secretariat divisions related thereto.

Functions

• Assisting in providing of required guidance for upgrading knowledge of others aiming at strengthening the internal administration of the district secretariat and the divisional secretariat divisions.
• Evaluate the adequacy of the system of internal control and made the suggestion when needed.
• Assisting in guidance of financial and physical human resources belongs to the institution towards an utmost utilization and upgrading the performance.
• Issuance of internal circulars and instructions with the guidance needed to strengthen the internal administrative procedures.
• Identifying weaknesses in internal administration techniques and methods and drawing them to the attention of the district secretary as well as providing recommendations and suggestions thereon.
• Issuance of internal circulars and instructions with the guidance needed to strengthen the internal control of the
  District Secretariat.
• Making observations whether actions are being taken adhering to the government financial regulations, Establishments Code, financial regulations and procedures, circulars issued by the Ministry of Public Administration, Treasury, other line ministries and departments as well as other instructions ,orders, guidelines and directing relevant details thereon to the district secretary and furnish recommendations and suggestions relevant there to.
• Co-ordinating of quarterly held auditing and management committee meetings of the district secretariat and to par take as the convener.
• Participating as a committee member in the Auditing and Management Committee meetings of the District Secretariat Division.
• Dealing with special investigations and Auditing when necessary.
• Other duties entrusted by the district secretary.

Internal Affairs Unit

Internal Affairs Unit is established under the supervision and guidance of the Commission to investigate allegations of Bribery of Corruption with the intention of providing solutions for the inquiries on unsolved complaints, suspect bribery or corruption about our services provided for the public within the Colombo District and the 13 divisional secretariat divisions related thereto.

Road Map

Small Enterprises Development Division was established in the year 1982 with the objective of implementing suitable programs to assist generation of enterprises in the sectors with potential for economic development of the country and to assist development of already existing small enterprises originally. At present it is functioning as a separate division under the Ministry of Youth & Sports. It runs offices in each district and these offices are located within the premises of District Secretariats and Divisional Secretariats in the respective districts in order to facilitate the entrepreneurs to obtain their required services.

Land use Policy planning Unit

Land Use Policy Planning Department was established in 1983 as a unit of the Ministry of Lands and Mahaweli Development to introduce scientific land use planning for Sri Lanka. The division was upgraded to a department status in 2010 by timely significance of the subject and the expansion of the role. The activities of the department mainly based on the National Land Use policy approved by the Cabinet of Ministers in 2007.

Land use planning activities carried out by Land Use Planning Officers or Development officers attached to the District and Divisional level according to the guidance given by head office. All planning activities are supervised and monitored by Assistant Director (LUP) at district level.

Manage the land resource of Sri Lanka in optimum and sustainable manner.

Mission

Formulation of policies, preparation of plans and facilitating their implementation to achieve the optimum utilization of land resources while maintaining sustainability and environmental balance.

• District level Land Use Plan preparation

1. Identifying the main land use changes at the divisional secretariat division level through field inspection and grouping the available land use information according to the district.
2. Mapping and final report preparation

• Productivity improvement of underutilized agricultural lands through soil and water conservation

1. In the year 2025, necessary awareness raising and implementation of soil and water conservation activities will be carried out in the field to increase the productivity of underutilized agricultural lands through soil and water conservation in 36 selected land plots in 03 Grama Niladhari Divisions in the Kaduwela, Seethawaka and Padukka Divisional Secretariat Divisions.

• Preparation of village level land use plans

1. Preparing rural plans using the participatory village approach for 02 selected Grama Niladhari Divisions in Kesbewa and Seethawaka Divisional Secretariat Divisions in the year 2025.

• Mapping programs for forest lands and all biodiversity land use types associated with tea and rubber lands owned by plantation companies. (Within the land and within a 01 km buffer zone)

Explosive Division

Main tasks dealt by the respective division are given as follows:

• Making available of explosives for large, medium and small scale industries of commercial granite mining, keeping them in possession and issuing of permits for utilizing explosives and issuance of quota letters for explosives to be obtained.
• Issuance of explosive permits and quota letters for explosives to be obtained, kept in one’s possession, making available of explosives for non commercialized tasks like removing off stones met as an obstacle in the process of laying of foundation, digging out a well and construction of a road etc.
• Issuance of production permits for manufacturing of explosives within Sri Lanka such as water gel, emulsion, threads and explosive substances such as gun powder.
• Issuance of explosive permits for explosion trials relevant to non commercial granite mining conducted by the Geological Survey and Mines Buro or Central Environment Authority and to take part in such events.
• Issuance of production permits and quota letters for utilization of chemical substances referred to in the Explosives Act which is used for manufacturing of fireworks and making available of raw materials fall under Explosives Act required for manufacturing of fireworks.
• Issuance of permits for explosive suppliers in order to supply of explosives and manufacture fireworks and conducting of inspections at stores of stocks and registries.
• Issuance of permits and quota letters for the supplier for utilization and supply of chemical substances fall under Explosives Act, in order to manufacture Ayurvedic products.
• Issuance of permits and quota letters for explosives to be obtained and for making use of chemical substances used for manufacturing of insane sticks.
• Issuance of permits and quota letters for utilization and making available of chemical substances referred to in the Explosives Act in order that matches to be manufactured.
• Issuance of permits and quota letters for utilization and making available of chemical substances referred to in the Explosives Act in order to manufacture mosquito coils.
• Issuance of permits under Explosives Act in order that chemical substances set out in the Explosives Act to be imported.

Media Unit

Government Department of Information established media units in every district 12 years ago. According to the programme an media unit established in Colombo district secretariat and named it as Colombo district media unit.

By this district media unit’s government expected to carry propaganda activity among people about development activities of the district. Awaring people about development programmes of government was the expectation. For this purpose, employed the state media as well as printed media.

Main activity of this unit is recognizing progress and problems and all data of projects implementing in the district done with allocations of decentralized budget and provincial councils and other resources for the development of Colombo district and issue them to all media. specially details of district development committee and district coordinating committee holding under the supervision and operation of district secretary and collected by participating meetings and this information should issue to journalists of the district by coordinating them. And information of meetings, workshops and ceremonies holding in the district should issue to the media by coordinating them.

Accordingly, the Colombo District Media Unit will perform the following functions subject to the approval of the Government Agent.

• Covering all committee meetings and releasing information to the media
• Covering all workshops held on the Colombo District Strategic Development Plan
• Coordinating with the development activities of various departments established in the Colombo District Secretariat and issuing relevant reports to the media.
