Functions of the Foreign Employment Division
- Supervision of protection of children, tasks related to recommendation on family background information report and supervision of implementation of protection plans when going abroad.
- Implementation of Labour Protection (Shramika Surakuma) program.
- Recruitment of family members in migrant families to the “Shramika Surakuma”Program and preparing of social reports.
- Preparation of family development plans and supervision on implementation process in respect of families required of intervention.
- Making of protection plans for children vulnerable to risks.
- Assisting in programs under following fields implemented by the Foreign Employment Buro for migrant families
- Development programs on welfare/education/livelihood for children and migrant families
- Re-socialized workers returned to the country after foreign employment
- Promotion of secured labour migration for migrant workers, their family members and the community, conducting of awareness programs for welfare, education and protection of children.
- Dealing with coordination of relevant divisions regarding complaints directed by the Ministry and migrant families.
- Directing of persons aimed at foreign based employments to vocational training programs.
- Required awareness for promoting of existing foreign employment and organizing of job fairs.

A set of new guidelines issued on women anticipated to go abroad, aiming at obtaining information on protection programs of underage children (minors) as well as family back ground information.
Instructions given by all circulars and letters so far issued on family back ground reports of women expected to go abroad shall herein be rescind and the Secretary, Ministry of Labour and Foreign Employment under Circular No. 01/2002 has issued instructions to complying with decisions of Cabinet of Ministers dated 27th June, and the provisions herein will be made in to effective w.e.f 12th July, 2022.
- All women expected to leave abroad should by affidavits confirm their existence and the program, relevant to give protection and education for children at the age of 2 years and above.
- Women who do not have children should fill the form in Annexure 1 stating that they are childless and women with children at the age of 2 or above regarding the relevant program on protection and education, should confirm above facts by affidavits in accordance with the format at Annexure ii.
- In order to make this circular effective, the child means, the children who are not married and below the age of 18 years.
- Women who have children under 18 years are not allowed to go abroad for employment.
- The accuracy of facts referred to in Annexure 1 and 2 should be certified by the Grama Niladhari of the division where the applicant resides and forward it to the Divisional Secretariat Division.
- After having received these documents from all women expected to go abroad, SMS message to the Tel. No; 071-4757070 at the Foreign Employment Buro should be sent that such documents were received by the Foreign Employment Development Officer attached to the respective Divisional Secretariat Division.
- The person who bears the responsibility of protection a nd education of children during the period that the relevant woman being on abroad should produce an affidavit confirming that such responsibility will be born by him/her self.
- If the person who is held responsible with the guardianship of children until the relevant woman returns to the country completing employment abroad, requests for foreign employment, an optional plan on protection of children has to be put forward.
- The validity period of a report forwarded on behalf of a person is nine months from the date of the SMS message and if fails to go abroad with such time period a new application should be forwarded and a new SMS message has to be forwarded again based on new application.
- If mothers with kids below the age of 2 years is going abroad along with their kids, copies of passports and valid visa of such kids to be produced, and the relevant divisional secretary or a staff officer to whom the authority is vested by the divisional secretary could grant permission after examining the accuracy of such documents.

⁃ A sum of 50% from agreed monthly pensions when succeed in grade 5 scholarship exam completing with minimum district level marks. ⁃ Similar amount of already agreed monthly pensions be paid while being successful at the G.C.E. Ordinary Level examination passing all subjects with distinction for five subjects. ⁃ Premiums should be paid only upto completion 17 of years, will be transferred to “”Surakuma”” elders scheme after reaching at at 18 years. Contributors will be paid monthly pensions from the age of 60 years,As an additional benefit prior to receiving pensions, actions being taken to awarding of partially disabled benefit, permanent disabled benefit and death gratuity. |

⁃ Monthly pensions for the life time from the age of 60 years. ⁃ If the contributor died as a pensioner before completing the age of 80 years. o Monthly pension for the spouse if stay alive. o If there is no spouse , monthly pension would be paid to a nominee or a dependant of the contributor until the pensioner completes the age of 80 years. ⁃ If befallen in to a permanent disability prior to the age of 60 years, a benefit according to the age and life time pension from the age of 60 yeras would be paid upon monthy premiums being duly paid. ⁃ Outright gratuity for dependants be paid if the contributor dies prior to the receipt of pensions. |

⁃ Monthly pensions from the age of 60 years for life time. ⁃ Allowance given by the patronage of the Department of Cultural Affairs along with the first pension. ⁃ If the member dies as a pensioner prior to the age of 80 years, his/her spouse will be paid the pension until completion of 80 years. ⁃ If befallen to a permanent disability prior to age of 60 yeras, gratuity according to the age and net contribution amount or monthly pension will be paid for life time from the day befallen to permanent disability. ⁃ If the member dies prior to the pension being paid, outright pensions gratuity would be paid for dependants, ⁃ If the member dies , while receiving the pension without a spouse or nominee, the net contribution ampount depositted in the name of the pensioner and the interest could be received by his/her heirs. |

1. Cultural Division
Duties and Responsibilities:
Promotion of all activities related to cultural field is the objective of this division. All these activities being carried out by keeping the District Secretariat as the focal point in the district of Colombo. Cultural Officers for each divisional secretariat divisions have been appointed to streamline these activities.
Cultural Officers are responsible for uplifting cultural affairs within the district and ensuring the welfare of Artists residing in the Colombo district. Usually programmes being functioned by coordinating District Secretariat with the Divisional Secretariat Divisions concerned on the directives of the Department of Cultural Affairs. Cultural Division is responsible to meet the demand of tasks entrusted to it by the District Secretary and Divisional Secretaries as well as to deal with “Dolosmahe Pahana” programme of the Department of Cultural Affairs, several programmes implemented through district and divisional cultural boards and duties entrusted by both the District Secretary and the Divisional Secretary, as well.
