The first special program of the Law Clinic, a project to provide legal advice to solve the duties of Divisional Secretaries, was held on 29.08.2025 under the patronage of the Minister of Public Administration, Provincial Councils and Local Government, Dr. A.H.M. H. Abayaratne at the Narahenpita Nila Medura Auditorium.

This Law Clinic special program, which was attended by 25 Divisional Secretaries and officers from across the island, was held on the 29th and 30th, and discussions were held on the latest laws related to land management, information technology law, social service affairs, retirement affairs, business name registration, licensing, and compensation payments.

In addition, discussions were held on the legal background related to the Information Act and solutions to the problems presented, and this Law Clinic program is scheduled to call Divisional Secretaries from across the island and inform them in the future.

The Divisional Secretariats selected for the digitalization pilot projects were officially recognized and the Grama Niladharis who won the National Level Evaluation Competition for the Management and Inspection of Grama Niladhari Offices in 2020 and 2021 were also awarded by the Minister of Public Administration, Provincial Councils and Local Government, Dr. A. H.M.H. Abayaratne.

The occasion was graced by the Secretary to the Ministry of Public Administration, Provincial Councils and Local Government, S. Aloka Bandara, Advisor to the Ministry, Ashoka Peiris, Colombo District Secretary Ginige Prasanna Janaka Kumara, Additional Secretaries of the Home Affairs Division, A.G. Nishantha, Dr. Roshini Dissanayake, Dhammika Muthugala, Omali Wimalaratne, former Commissioner General of Lands Keerthi Gamage, Professor Prathibha Mahanamahewa, Additional Solicitor General of the Attorney General's Department President's Counsel Sumathi Dharmawardena, Deputy Solicitor General Chaya Sri Nammuni, Deputy Solicitor General Ganga Vakishthaarachchi, Senior Government Counsel Ishan Ratnapala and many staff officers of the Ministry participated. This program was organized by the Home Affairs Division.

In conjunction with the Colombo District Coordination Committee meeting, the Special Subcommittee meeting on Waste Management in the Colombo District was held today (06) at the Seventh Floor Auditorium of the Colombo District Secretariat under the co-chairmanship of the Governor of the Western Province, Mr. Hanif Yusuf and the Chairman of the District Coordination Committee, Mr. Lakshman Nipunarachchi, and with the participation of the Colombo District Secretary / Government Agent, Mr. Ginige Prasanna Janaka Kumara.

The first discussion of the Special Subcommittee meeting on Waste Management was held on the 23rd of last month with the aim of obtaining a specific and permanent solution to the disposal of waste in the Colombo District and coordination between the relevant institutions, and at that time it was decided to implement a joint program for waste management by involving the Solid Waste Management Authority and local government institutions in the district. The progress and issues related to waste management along the Bolgoda River, the identification of lands in the Kolonnawa Divisional Secretariat Division and the issue related to the apartment complex to be constructed for low-income earners for flood control, and the issue related to the relocation of garment traders (businessmen engaged in morning trade) from Maharagama to another location were discussed here.

The meeting was attended by Deputy Minister of Youth Affairs Eranga Gunasekara, Member of Parliament Samanmalee Gunasinghe, Mayor of Colombo Metropolitan Council Vrai Kelley Balthazar, Mayor of Kotte Arosha Atapattu, Mayor of Maharagama, Boralesgamuwa Divisional Chairman, Mayor of Dehiwala, local government public representatives, Ministry of Environment, Ministry of Urban Development, Construction and Housing, Western Provincial Council, Local Government Commissionerate, Central Environmental Authority, Urban Development Authority, Sri Lanka Department of Land Development, Marine Environmental Protection Authority, Sri Lanka Water Supply and Drainage Board, Irrigation Department, Solid Waste Management Authority, Environmental Protection Division, Assistant Commissioner of Local Government, Western Power Corporation, and all heads of institutions. Divisional Secretaries, Additional District Secretary (Administration) of the District Secretariat, Ms. Kanchana Gunawardena, District Planning Director, Mr. Sujith Bandara, Deputy Director, Ms. Nalani Subasinghe, and Assistant Director, Ms. Gayathri Bopitiya participated.

A field inspection of the expansion of the space and facilities required to provide services at the Sri Jayewardenepura Kotte Divisional Secretariat Office to be more efficient and effective was carried out on the 4th under the patronage of the Secretary to the Ministry of Public Administration, Provincial Councils and Local Government, Mr. S. Aloka Bandara, and with the participation of the Colombo District Secretary/Government Agent, Mr. Ginige Prasanna Janaka Kumara.

An inspection of the updated computer system related to office duties using modern technology for the convenience of service recipients was also carried out.
